Bonnie Kay Flowers Biemer, 77, died Sunday, July 16, 2017, with her husband and her children by her side.
She was born in Indianapolis on April 10, 1940, the daughter of Charles and Margaret Shirk Flowers. She attended public schools in Indianapolis and in Englewood, N.J. In 1961, Bonnie earned her bachelor’s degree in journalism from Indiana University.
On June 23, 1962, she married Martin E. Biemer, whom she met while both were cub reporters at the Crawfordsville, Ind. Journal-Review. She also worked as a reporter and/or editor at daily newspapers in Augusta, Ga.; Elkhart, Ind., and Louisville. When her children were both in elementary school, she entered the University of Louisville School of Law. She graduated in 1980 and was admitted to the Bar.
Bonnie joined the City of Louisville law department, serving and representing several city agencies. She also became the city’s administrator for health and the environment, and was a major force in establishing Kentucky’s Brownfields law, which allows cities to reclaim polluted industrial sites for redevelopment.
After retirement from the city in 2005, she served on the Air Pollution Control Board for more than a decade.
Bonnie was a devout Christian Scientist from childhood. She was a member of the First Church of Christ, Scientist in Boston, Mass. She served several times as a reader, and as a member of the boards of directors, at branch churches in the cities where she lived. Recently, she was a member of the Second Church of Christ, Scientist in Louisville. Survivors include her husband; son Daniel E. Biemer and daughter Ellen K. Biemer; brothers Charles D. Flowers of Bloomington, Ind., Jeffrey C. Flowers of Indianapolis, and Keith R. Flowers of Bargersville, Ind.; sisters Margaret J. Krahenbuhl of Albuquerque, N.M., and Jennifer A. Flowers of Indianapolis. Also surviving are a number of nieces, nephews and cousins. She was preceded in death by an infant son, David. A memorial service is scheduled at 2 p.m. Saturday, July 22, at the Highlands Funeral Home. Visiting will precede the service, beginning at 11 a.m.
The family asks that donations in lieu of flowers be given in her memory to the Southern Poverty Law Center or Habitat for Humanity.
